The Behring Sea Difficulty.

WASHINGTON, March 24. Lord Salisbury refnsea to renew thmodus Vivendi, and makes a proposal for tbe ac* commodation of the difficulty. The read* m« of his note was received in Senate with marks of irritation. Tbe President's rejoinet causes a profound sensation. He insists on unconditional renewal of modus vivendi, and asserts that he will exclude poachers fronr Be&ring Sea, even if a navy or military force are required Co enforoe it. Both notes were referred to the Foreign Oommietee. The Senate is disposed to endorse tbe President's action.
