The Political Power of the Colonies.

LONDON, March 24. .Lord Rosebery, addressing a meeting at the City Liberal Club, Walbroob, declared that England's foreign policy bad become a colonial .policy, and she was much more dictated to from tbe extremities of tbe empire than from London. Australia and Canada, &b the colonial empire, had given the Foreign Office a completely new direction. The Agents- General of the colonies now visited the Colonial Office in tbe character of ambassadors.
