MELBOURNE, This Day.
The progress report of the Police Commission has been issued. It recommends the superannuation of Superintendents Nicholson and Hare ; the reduction of Inspector Sadlier ; the disrating of Sergeants Ward aud Steele; aud the dismissal of the constables who were at Shorritts at the time of th ■ capture of the Kellys, aud of the tracker of Wallace, is also recommended. Superintendent Hare is severely condemned as a disturbing element iv the force. A majority of the Commissioners dissent from the recommendatious of the report.

Mr. Thorp, teller of the Bank of Victoria, has been arrested on a charge of embezzling 2500 sovereigns, which he replaced with copper coin. The Italian war ship Europa, which went aground at Thursday Island, on the Queensland coast, but got off safely, has arrived at Batavia.

There is now every reason to believe that small-pox is sensibly decreasing in the city and suburbs.
