LONDON, October 14.

Numerous meetings are being held in Ireland, at which proposals have been made by the various speakers that the tenants generally should refuse to pay rent until Parnell had been released.

A special gazette has beeu issued by the Irish Executive to-day, in which '• Boycotting " and coercion to join the League have been proclaimed criminal acts.

Several further arrests af prominent agitators have peen made. Among those in custoby are Arthur. O'Connor. J. O'Kelly, T. Seaton, Ms.P., and Quinn. Secretary of the Land League. Warrants have been issued for the arrest of Healey, M.P Pui-nell's, Secretary, aud other arrests are known to be imminent.

Mr. Parnell's name has been removed from the Commission of Peace iv %'eland.

It is announced that in view of the necessity for further reinforcements in Ireland, three regiments will be despatched from England to the disturbed districts without delaj. Much excitement continues to prevail in Ireland over the action of the Executive in makiag so many arrests of prominent agitatoi's. Public feeling has manifested itself strongly iv Dublin, and tremendous gathenugs of people have taken place to denounce the Govornment. A deputation from the Dublin Corporation waited today upon the Chief Secretary for Ireland to complain that Constabulary have been guilty of great brutality in the suppression of recent riots. Mr. Forster, iv his reply, stated that he could only justify the action of the police.

The head- quarters of the Irish National Land League have been removed to Liverpool, and, siube tbe arrest of Mr. Dillon on the 14th instant, Mr. Arthur O'Connor, M.P. for Queen's County, for whose arrest a warrant has been issued aud who escaped to 23ugla.net, has assumed the direction of the affairs of the League.
