Confirmatory information has been re* ceived that the Indian Government has offered the Ameership of Afghanistan to Abdul Rahman Khan, whose reply is awaited. It is said that Abdul hesitates accepting, because of the compulsory re.tirement ot the tribes hostile to the British. Should Abdul decline the Ameershipt it is possible that it may be offered ' to Yivkoob Khan. It is now announced that Colonel Gordon, who has left for China, has been invited by the Chinese Government, in view of the probable difficulties with Russia. " There is considerable agitation in Turkistan, and the Russians are reported to be marching into Kashgar. Mr. Gladstone, as Chancellor -of the Exchequer, proposes to reduce the import duty on wines, and to replace the malt duty by a tax on beer. He further proposes to increase the cost of spirit licenses and to increase the income-tax by/ 2d. These changes will show a surplus of £330,000.
