FUNCTIONS OF ASSOCIATION / __________ The annual report of the committee of the Lower Hutt Ratepayers’ Association states: “The committee has deemed it to be one of its functions to keep in close touch with the City Council, to draw the Council’s attention to matters which in the opinion of the committee require to be rectified; to represent to the Council the views of ratepayers generally; and generally to co-operate with the Council with a view to the improvement of the amenities in the city. The City Council has responded to this policy and from the commencement of the Association’s activities has made available to the Association a copy of its order paper and copies of its committees’ reports to each meeting of the Council.

“This privilege, associated with the attendance of members of your committee at each meeting of the Council, has enabled the committee to keep in close touch with the activities of the Council and civic affairs generally.”
