TRANSPORT LICENSING AUTHORITIES.
MR P. SKOGLUND FOR WELLINGTON AREA (By Telegraph—Press Association.) WELLINGTON, Last Night. Four district licensing authorities have been appointed by the Government under the now Transport Licensing Amendment Act. They will take the place of the former licensing authorities and will have power to grant passenger service licenses and to exercise jurisdiction in respect of transport affairs under Ministerial control. The four authorities who have been appointed by the Minister of Transport (Hon. R. Semple), with the concurrence of Cabinet, are:—Messrs E. Phelan (Auckland), Philip Skoglund (town clerk of Stratford), T. H. Langford (Temuka), and Victor Kayne (Invercargill). The appointments indicate the respective geographical representation. Mr Phelan, who is well known in local-body administration in Auckland, will control licensing in the Auckland province; Mr Skoglund will have charge of the southern part of the North Island, including Wellington; Mr Langford will control Canterbury and Westland; and Mr Rayne, a solicitor, Otago and Southland. The Minister stated to-day that he would make an official announcement about the appointments within the next feit days. :He was satisfied, he said, that the four men appointed would "fill the bill." All were of wide general- experience, had a sound knowledge of the districts which they would administer, were 100 per cent, loyal to the policy of the Government, and were sympathetic toward the transport situation.
