It is understood that the British and French Governments are examining the question of preparation for rearmament allegedly made in Germany in contravention of the disarmament clauses of the Treaty of Versailles. The Times emphasises disquieting similarities between today and August, 1914. The paper says: “The public is still uneasily doubtful whether victory over Germany was achieved. Germany is again the prime cause of European unsettlement. She is apparently deliberately attempting remilitarisation and is preparing forcefully to unite herself with nationals over her borders. She possesses the same fundamental disregard for treaties and a complete inability to grasp the value of the homely British principle, ‘Live and let live.’ “German policy is little changed since before the war, when it alternated between paroxysms of bullying and fervid protestations of friendship. The question is still whether the ideals of personal national liberty cherished by Britain and other nations, or German ruthlessness and State domination, shall prevail. Some , have learned their lessons, but the issue is still a live one.” The Chronicle’s Paris correspondent states that the French Government has received fresh information which, it claims, proves Germany’s intention to obtain war ’planes and also to rearm.

In response to requests, the Austrian Government has furnished the British, French, and Italian Ministers in Vienna with details relative to these incidents, but did not couple the information with a request for intervention. Saar Kidnapping Protest german reply deemed UNSATISFACTORY LONDON, Aug. 3. The Manchester Guardian’s Paris correspondent says that the German reply to the Saar kidnapping protest states that the Government has “ordered an immediate inquiry,” and will communicate later. The unsatisfactory nature of the reply has prompted a further French protest, the authorities considering that there has already been ample time for inquiries, and it was tim'o t-’ discover something.
