Development Proposals HARBOUR BOARD APPROVES The Napier Harbour Board has approved three resolutions by the Napier Borough Count'd concerning the 478act'e block Known as greater Napier, lliese cover tree-planting, ploughing, mid tol'liuug Kennedy road extension. J bo oomiuittee set up by the board (.Messrs I. Al. Geddis and J. Barkery considered and approved the tollowiug resolutions sent by the Napier Borough Council: “I. That the trees for the plantation be ordered and that the question of varieties and quantities be left in the. hands of the superintendent ot reserves. “2. That the contract for ploughing and forming Kennedy road extension be let to Air Heynes for ploughing and to Air Dooney for scoop teams of twohorse teams, and that tho latter work be proceeded with immediately. “3. That it be left to the botough engineer to prepare a plan and estimate of the. cost of a temporary bridge at Kennedy road, together with a report on same.”

Other matters, including suggested variations of tho proposed lay-out, were deferred ponding consideration by the reserves committee of the board. Air Geddis said at tho board meeting yesterday morning that in connection with the erection of a temporary bridge across the old Tutaekuri water course at the foot of Kennedy road, there was the suggested negotiation between the board and the County Council to get timber from the old Redclyffe bridge.

Air L. E. Harris said that the board might well consider the construction of a concrete culvert there, to make a permanent job. Air 11. McLean considered that it was a matter for the engineer. Any agreement made, he said, should include provisiou for ccnsideration of these proposals by the engineer. Ho suggested that it would be preferable to leave it to the engineer.

The chairman said that in respect of tree-planting,, the borough advised that the trees had been secured and planted out so that they should be well advanced when they were required.

Air Jull: So far as tho Kennedy road extension is concerned, it will just come to an end at Riverbend "oad till further extension is desirable? The chairman: Yes. Mr. Barker said that it was decided on August 10 that the tree-planting season was too advanced to continue with it.

Mr Harris suggested that in order to simplify the ploughing of this area it should be delayed till, say, ’he end of September or the beginning oi October. That class of country was far easier to work in summer than in winter, for in winter it would be in a boggy state. If it were ploughed in, say, October, the land could be disced every six weeks, to sweeten it. The chairman said that he welcomed the suggestion. Tho be rough had suggested April. The board approved.
