Grave Situation Reported SHANGHAI, August 17. A large number of Soviet railway officials have been arrested following the outrages on the Chinese Eastern Railway, while news to-day confirms reports that Soviet citizens along the railway lines are leaving for Russia. While current talk of imminent war can be discounted, tho situation is craver than it has been for a long time.
