Need for Replacements QUEBEC, August 17. •‘Steps should be taken immediately to replace worn-out ships in the British Navy,’’ Admiral of the Fleet, Sir Roger Koyes, stated to-day, following his arrival aboard the Empress of Britain. “No other nation has followed Britain in the example she set of allowing her armaments to drop to tho danger line. Other nations are building while we are marking time,” he added.
