It is understood that President Hindenburg has given Herr von Papen the authority to dissolve the Reichstag provided that a new election is held within the constitutional period of 60 days thereafter. It is now believed that the efforts to hold the Reichstag together can last only a few weeks; thus an election is likely to take place in November. ARMAMENT CLAIM. An important Note, which is understood to contain the German Government’s view on the organisation of an army in support of the claim for emergency armament, was received and immediately communicated to M. Herriot at Cherbourg.
