FALL OF EUROPE AMERICAS TO LEAD. ' London, Sept. 2. The Very Rev. William Ralph Inge, dean of St Paul’s, predicts that in the year 2000 a federation of the Latin-American republics and the United States will comprise the *wo greatest world powers, while the European states will be relatively unimportant. with the possible exception of Russia, against which he believes Austria and Germany will unite to prevent Western Europe from being overrun bv Slavs. LOOSE FEDERATION PREDICTED. In an article in the “Evening Standard,” Dean Inge says he believes that Argentina, as well us several other Latin-American repul>lics, will become extremely powerful, with the Italian population in excess of the Spanish and Portuguese, and that all the Latin-Americans will be federated loosely to prevent aggression from the north Dean Inge believes that Canada and the United States will remain separate. In his opinion Russia’s present paralysis will not last longer than one generation, and he urges that it is undesirable to keen Ger many permanently disarmed, as she must stand as a barrier against Russia, which, he contends, is real!not European. WARNS AGAINST CHEAP LABOUR. He does not think thar India or China will be a military danger to other countries, but thinks the rising tide of colour is a danger only in the economic field, and that it is only i the unsparing use of force that the high standard countries can prevent, themselves from being swamped by cheap labour. He argues that it is not true that the browns and the yellows are increasing more rapidly than the whites. He estimated that the United States will have a popu lation of 250,000.000 in the year 2000 and asserts that Europe can save itself from decline into an unimportant position onlv hv the formation of a United States of Europe. But he thinks this impossible because of national prejudices.
