TOO MANY CHANGES.
TEACHERS’ APPOINTMENTS. (Special to “Tribune.’’) Parlt. Buildings, Nov. 1. When thq Education Bill was before the Ijegislative Council yesterday afternoon the Hon. Mark Cohen said that in committee he had had a clause inserted in the bill providing that, i except in any special case approved by the director, or on the recommendation of the board and the senior inspector, no person who had permanently been appointed as a teacher to any position snail, before December 31 in the year immediately following the vear in which he was appointed, be eligible for appointment to another position. Mr. Cphen claimed that this provision was in the interests of the children, upon whom frequent changes had a disturbing effect. The interests of the children ought to be considered before those of the teachers. Other speakers agreed with Mr. Cohen and the Hon, D. T. Fleming gave instances of frequent changes in teaching staffs, including one where the whole staff changed in the course of two years. The new provision was agreed to.
