PERSIAN UNREST.
BRITISH NOTE TO RUSSIA. (Received 15, 8.4-0 a.m.) ' London, April 14. Sir Edward Grey, on 2nd December, wrote to the British Ambassador at St. Petersburg, pointing out the grave ultimate peril of Russia’s action in Persia, and suggesting that no further steps be taken without consulting with Britain. Sir Edward asked that troops only be sent to Teheran as a last resort. Russia has accepted Sir Edward’s suggestion.
