AMERICAN ZOLLVERIEN SCHEME. (Received 20, 9.40 a.m.) London, Feb. i 9. Mr. W. Hewins, secretary of the English Tarifl Commission, speaking at Rochdale, said the reciprocal agreement between Canada and America was the first step towards the formation of the North American Zollverie i scheme.
