PLOT TO POISON OFFICIALS. (Received 14, 9.25 a.m.) St. Petersburg, Dec. 13. It is alleged that prisoners in Siberia intended to poison the officials, and had also received money whereupon their communication with the outer world was stopped, causing outbreaks and re- ' pression. BAD FOOD AND FLOGGINGS. Political convicts in Volagda gaol complaining of the food were flogged. Many afterwards committed suicide.
