HAWKE'S BAY COUNTY COUNCIL.

Monday, June 11. Present— Messra W. Shrimpton (in the ohair), T. ,M. Chambers, G. Eymer, G. Bee, M. F. Bourke, GK A. M'Donald, and E. D. D. M'Lean. CORRESPONDENCE. The following correspondence was read and dealt with : — Health Commissioner, drawing attention to the surface water at the Shamro ik Hotel, whioh beoame offensive in warm weather.— The Chairman said the Counoil was not called upon to provide priviito draintige from the hotel or the soap works. It was the Counoil'B duty to compel people to oarry their drainage away. — After disoussion, on the motion of Mr Chambers, the owners' attention is to be called to the Commissioner's letter, and calling upon them to abate the nuisanco. Health Commissioner, condemning a dirty cottage behind the hotel, Western Spit.— Building is being removed. Health Commissioner, pointing cut that it was necessary to abate the nnisance created by the lagoon, Westi-rn Spit.— This was on Crown lands, and the matter had been referred to the Color, ial Secretary.— The engineer recommended that the difficulty might be met by connecting the lagoon with the inner harbor by means of a culvert, allowing ingress and egress for the water, cost £45.—Commissioner to be informed that the question has been referred to the overseer. Napier Borough Council, re nightsoil, stating that everything possible was being done to abate the nuisance complained of by the County Counoil, whose strictures, they deolared, were uncalled for and unjust.— Mr M'Donald said the nuisance became greater day by day, find it was a disgrace to any local body. So far as he could see nothing had bnen done. It was a good thing for them that they had tidal water in the locality, or they would be killed off by disease. He moved that the Borough Counoil be called upon to carry out the recommendations of the sub-committee, and open oulverts as they were previously asked to do. — Carried. Cliva Eiver Board, offering to rent a, reserve on the Tutaeinri river.— Council will hold it for the use of Eiver Boards, and every assistance will be given if earth is required from it. Clive Eiver Board, with reference to the Ngarnroro at Taylor's paddock, and pointing out that the river required more bank to prevent overflow. Permission was asked to oarry out the necessary work on the County property.— Agreed to, subjeot to approval of the Chairman (Mr Williams.) Clive Eiver Board, pointing out the dangerous condition of the bridge, Tutae-kuri-Waimati,—Work to be proceeded with at once, on condition that applicants pay half, cost nob to exceed £200. Cotterill and Humphries, on behalf of owner of Shamrook Hotel, objecting to a deviation of the road, to close along the railway line, as it would result in serious injury to the owner's property.— Dealt with in Eoad Overseer's report. G. M. Clark, calling attention to the road opposite Marshall's dairy, Petane, whioh was well nigh impassable. — Left in the hands of the Chairman. Williams and White, solicitors, asking the Council to lift the award in A. Macdonald's arbirtation case, re drainage at Kuripapanga. — The Chairman said the liability rested with the person who lif led the award.— Deferred until next meeting. Evans and Campbell, re Maraekakaho road, asking that some portions of it be done up.— Mr M'Lean said there were was a lot of traffic on this road, and a sum should be spent on it in metalling to make it fit for traffic. Overseerto report; no money to be spent upon grades which are not likely to prove permanent. T. Willan, Meanee, drawing attention to the state of the road leading to hie place. — Eoad overseer to see what temporary repairs can be effected. Mary Connor, offering to lease road adjoining her ground, Hastingß. — Council has no intention of leasing any of its roads. ROAD OVERSEER'S REPORT. Mr Orr, overseer, presented the following report: — Meanee Biding.— Owing to the unfavorable weather lately the metal drays have only been af work H days last month. The road at Awatoto has been under water since the 23rd of last month, niakinir it absolutely necessary to open the High road at once. Estimated cost tc remove buildings, sheep yards, &c, at slaughterhouEe, £59. The overJlow at the washout damaged the road to such an extent that it was neroosary to olose it pending repairs. Cleaning of road drains is being attended to. Fetane Biding.— Metal repairs are being attended to when weather permits. Fohui road metalling contract : This work will have to be suspended for a few months. Numerous slips, some very large, on tho Fetane-Pohiu road ; also Gleugarry-Bissingtou road. Clive Hiding.— Two culverts have been fixed on the Tuki Tuki-Clifton road. Tenders will be laid before you for metalling 36 chains of road. Puketapu Bidinij.— There were several elipa on the Wharerangi-Bissington-road. The rivsr wu encroaching on the road at both ends of the bridge at West's to such an extent that immediate steps had to be taken t ■ fix 20 chains of willow protective work, iwo or throe chains ol willow work is required to stop the river from undermining the upper end of cutting at liedolyffe. Havelock Biding,— Bridge at Maraetotora haa been sorewed up. Thorn-ode at two Bteep places on the middle road near Mount Erin has been improved. Four thousand feetof9x4 matai pin i iking is required for repairs to bridges at Danvors' crock, Longlands, and Pukahui. Estimated cost to metal Duart road, £55. Okawa Biding.— Several slips on the cutting at "Whana Whana. Some willow work was necessary to protect the road at a bend in the creek on Brougli ton's flat, Heretaunga Biding. — Te Aute-Onepu road : Metalling contract. The unfinished portion of this work will have to stand over till September. Metal repairs To Auto road are being proceeded with on every favorable opportunity. Maraekakaho Biding,— The contractor for metalling lias commenced work. Erewhon Biding.— Ordinary surfacing repairß have been attended to. Some discussion ensued re the Awatoto road. Mr Eymer pointed out that the water was up to the wheel guards on the bridge, and during the last three weeks it had been higher than for many years. People did not have access to their property. Coming in from Hastings the other night he could not get over the bridge, and in order to reach home the same night was obliged to come right id to Napier and thence to Meanee.— Mr M'Donald moved that the Council's solicitor's opinion be obtained as to whether any syndicate or body has the power to divert the river from its course end thereby damage private and public property.—Carried,—On the motion of Mr Bourke it was resolved to open the High road at Awatoto. — Eeport adopted. MISCELLANEOUS. The inspector reported that all the slaughterhouses under his supervision were in good order. Owing to the wet weather it was necessary to put down a certain quantity of shingle at Awatoto, &o. — To be given effeot to. It was resolved to strike a general rate of thirteen sixteenths of a penny in lhe pound for 1900-1901. Mr Burke presented a petition from 65 residents in the Clive district drawing attention to the unsafe condition of the washout road at Waitangi, and asked that a low level crossing be put in to render the road substantial and permanent.—lt was decided to accede to the request, and in the meantime to obtain an estimate of the cost. The tender of T. Davidson for metalling at Clive was accepted at 2s 5Jd per cubic yard. Mr Chambers moved that 4150 be granted for a bridal traok at Waimarama, to be spent under the supervision of the overseer.— Carried. Mr M'Lean referred to the enoroachment of the sea at the Western Spit, which was a danger to the County road, which stood a very good chance of being swept away if the water came through into the inner harbor. It would be a serious thing if the Petane traffio was interfered with, and he moved that the Council urge the Harbor Board to take action. — Mr M Donald seconded. The Board was the responsible body in this matter. — Mr Bee said the sea was encroaching very fast, and it was only a question of time before it swept into tb.3 bridge. He thought that would happen in less than two years.— Council's representatives on the Board to bring up the matter. On the motion of Mr Bonrke an additional waterway is to be left at the washout overflow. Accounts amounting to .£968 3s 5d were passed for payment. The Counoil then adjourned.
