(Received August 16, 2.3) p.m.) Melbourne, Tuesday. Replying; to a deputation of shipowners which waited upon Him yesterday, the Premier dccljned to grant a bounty on' Victorian shipping as it would be calculated to irritate the other colonies. The Executive Council has proclaimed Malta and the southern ports of Italy infected owing to the existence there of cholera.
