(Received August 10, 10.50 a.m.) LONDON, August 13. The mails per Iberia, from Melbourne July S, wove delivered today via Naples. An election for the parliamentary representation of the Northwich division of Cheshire, vacant by the death of Mr K. Verden, resulted in the return of Mr J. T. Biunnei-, Home Ruler, who defeated his opponent, Lord Henry George Orosvenor, I'uionUt, liy a majority of 1129. (Keecivcd August 115, 1.10 p.m.) In the House of Commons to-day Mr Ivember, tlie member for Wandsworth, asked the Government whether the question of colonisation, based on the principle of funds being provided by public subscription of marketable stock, had been discussed with the colonial Governments. Mr Smith in reply sai<Uliat the question had not been so discussed, but the Imperial Government would inquire the views of the colonies on the proposal. (Received August 10, 10.30 p.m.) August 16. The election of Prince Ferdinand to the throne of Bulgaria lias, with certain reservations, been recognised by England, Italy, Austria, and Turkey. The supposed dynamite found in the possession of a French woman at Cowcs has proved to be merely chiy used for the purpose of muddling.
