Request to Herr Hitler for Memorandum REPORTED IN BERLIN MEMEL VERDICT EFFECT (United Press Association —By Electric Telegraph Copyright.) Received 2 p.m. to-day. BERLIN, March 26.

It is reported without confirmation that Sir John Simon suggested that Herr Hitler should give a written memorandum on Germany’s foreign policy and also on Germany’s constructive proposals. The talks are reported to have been less easy than yesterday. The Memel verdict is regarded as strengthening Herr Hitler’s hand. On the Memel question it is also feared the verdict may have an unfortunate effect on the talks, particularly in relation to the Eastern European pact, which would include Lithuania. Germany opinion feels deeply on the subject, claiming that the Lithuanian Government oppressed German majority in tho Memel region.
