TOE TO, Nov. 5. Notwithstanding strictest retrenchments the prospective Budget expenditure will be a billion yen above the revenue towards which bonds ot 41X),000 000 have already been floated. In the absence of Washington dispatches officials are not weighing the reasons for the return of the American fleet to the Atlantic, but as concentration in the Pacific provoked Japanese national sentiment it is now felt thatremoval would be a welcome step towards an amelioration of relations.
