Thus far no progress has been made in reconciling French and German policies regarding (lj control of armaments and [sanctions, (2) Franco-Italian views on sanctions, (3) Germany’s attitude on heavy armaments. The Italian delegation, which hitherto has mediated between the French and Germans, is itself the centre of opposition. There is much to be done before a clear-cut issue is established for October 16.
