CONTROL OF NAPIER

THE COMMISSIONERS. CHAIRMAN AN ACCOUNTANT. A commission of two has been appointed by the Government to administer the borough of Napier. Mr. J. S. Barton stipendiary magistrate was stationed at Wanganui for a number of years, aud presided at the Haw-era Court sittings, before being transferred to Wellington. In addition to. his legal qualifications, lie is a qualified accountant. IfcLis knowledge of figures has frequently stood him .in good stead both on the magisterial Dench, and on various commissions on which he has served from time to time. Mi-. Barton was chairman of the commission which sat in Auckland in 1928 to consider the transport position in the Auckland metropolitan area, and which finally determined the boundaries of the Auckland,Transport Board’s district. Associated with him on that occasion was his daughter, who recorded the evidence. Both are competent shorthand writers, and during the sitting of the. commission, surprise. was caused by the fact that father and daughter could read each other’s notes. Mr. Barton was also chairman of the last Napier Harbour Commission, and in his new appointment the knowledge lie acquired then of local conditions should serve him well. He recently returned: from a trip abroad. Mr. Lachlan Bain Campbell was born at Waiapu in 1882 and is a. son of the late Mr. N. H. Campbell. He was educated at the Auckland Qrammer School and at Canterbury University College. He joined the staff of the Public Works Department in 1901, and spent his four year’s cadetship in Wellington and on the Main Trunk railway construction works. Subsequently he had experience in various parts of the North Island, his duties for the most part concerning the location of andl the construction of' railways. He is an Associate Member of the Institute of Civil Engineers and an Associate Member of the New Zealand Society of Civil Engineers. He was also a commissioner on the Taieri River Trust. He served four years with the New- Zealand Tunnelling Corps during the Great W ar, held the rank of captain, and was awarded the Military Cross. At one time he was District Engineer of Public Workis at Auckland, and subsequently was appointed inspecting engineer. . He has brothers in other Government Departments in Auckland and elsewhere.
