The secretary of the Wharf Labourers’ Union sard that if the system were acceptable to the men it would probably promote harmony on the waterfront. The union could contract for the loading end unloading of vessels, and the, work would not be so liable to stoppages arising from disputes over the interpretation of awards find agreements.
