MR. LYSNAR’S PROPOSED AMENDMENTS.
(Bv Telegraph.—Special to the. Star.) WELLINGTON, Aug. 31. Twelve amendments which Mr W. D. Ly.sunr (Gisborne) proposes to move tin committee an- the Licensing Bill have been tabled. They seek to impose a penalty of £SOO upon the person who recives a premium or other consideration for the goodwill of licensed premises, and if such offence is repeated, the license should be cancelled. The person paying premium shall have the right to -recover it at V,w. Leases of hotels arc .subject to the consent of the chairman of the licensing committee, who rnav refuse- it if the -lea-99 is obviously in avoidance of the -system against which the Act is directed. Mr Lysnar also proposes to make provision for the appointment of a general inspector and sub-inspectors of licensed promises, whose duty woo'd be to strictly enforce the licensing law and to see that the general standard of accommodation is in keeping with the tariff charged. The provision of the Licensing Act applying to the consumption of liquor at- social gatherings held in ha/'ls shall apply to- restaurants on tl«o same conditions, if a permit ns obtained from the police. The extension of hours for the consumption of liquor in clubs on special occasions is suggested in another amendment. Mr Lysnar proposes that barmen should be licensed by the licensing committee; that women be not supplied with i)iquor in public bars, and that the electors of the Rohe Potae district (King Countrybe given an opportunity of voting whether they desire licenses or not.
