The Riga correspondent of the Times says: —“Russia is dated by another harvest failure, due largely to an abnormal winter. Official Soviet reports admit that in many districts wintercrops have tailed completely. The outliorities have been warned that immediate action must he taken to increase the summer crops -areas, otherwise a serious food shortage is likely, as Russia has no reserves. She is already importing gram and flour. —Times.
