ILLICIT METHODS
GERMANY’S OBLIGATIONS. REPARATION PAYMENTS. BIG MISUNDERSTANDING. BY CABLE—PRESS ASSOCIATION-COPYRIGHT. Received N or. 18; 11.50 a.m. ' . BERLIN, Nov. 17. Widespread misunderstanding resulted from the publication of a letter from Mr. Parker Gilbert, the American Agent-General, regarding reparation payments under the Dawes scheme, informing the German Minister of Finance that he would not credit as reparations any payments Germany made after December 1 under the Franeo-British laws imposing a reparations duty of 26 per cent, on German goods imported. It was firstly interpreted that Germany would not get credit for such payments which the French and British have been allowing further inquiries, and suggest that the letter is really an attack on the Fran co-British right to levy duty. It is hinted that Mr. Gilbert regards the duty as an illicit method of raising reparations.—Sydney Sun Cables. LONDON, Nov. 17. Official circles advise caution in accepting the German interpretation of the letter. ; It is pointed out that such interpretation is contrary to the terms of the Dawes Report and would throw the Allied agreement with Germany thereon into the melting pot.—Sydney San Cables.
