THE MORATORIUM.

BILL PASSED BY COUNCIL

(BY TELEGRAPH PB.EK3 ASSOCIATION.) WELLINGTON, Sept. 30. Nearly two hours’ discussion took place in' the Legislative Council this afternoon on the Mortgages Final Extension Bill, which was considerably amended by the Council’s Statutes Revision Committee. The Hon. Sir Francis Bell said that the committee had not, been influenced in any way in the alterations it had made by the Government. He considered the committee had acted wisely in altering the date fixed by the House, and he would support the measure. If the result was a conference with House representatives, such a thing had happened before, and there was no reason why it should not happen again. Several speakers expressed their views concerning the extension of the moratorium, and the Bill was put through its final stages and passed, with only minor amendments in addition to those effected by the Statutes Revision Committee.
