When Parliament reassembles in November Signon Mussolini will introduce a Bill for the revision of the constitution. which will reduce the Chamber of Deputies’ powers and create a new legislative body elected by the associations representing labour, universities, industry, comerce, and finance. Local chambers without legislative powers will simultaneously be established in the provinces to carry out -local reforms. These will be necessarily exclusively Fascist. It is anticipated that the Chamber of Deputies under the scheme will become a secondary ornamental body, which, sooner or later, will disappear, as the opposition parties do not intend to attend the Chamber. Owing to the Government’s refusal to disband the extra Parliamentary Fascist militia the complete administration of the country will be in the hands of Fascists. —Aus.-N.Z. Cable Assn.
