The chairman of the Hawera Countv Couneil to-dav made reference to the small fines imposed by the ’ court on offenders against the wandering stock-by-laws. Tie said that the court did not give the local bodies much assistance in. the matter, as 10s fines only aggravated the position by being looked upon as client-grazing'fees.
