(PtT Press Association.—Copijriijht.) Berlin, August 9. The Right Hon. Sir F. C. Lascelles, British Ambassador at Berlin, says he is confident that a new commercial treaty will soon be concluded between Great Britain and Germany. Melbourne, August 10. At the Mayoral luncheon the Minister of Lands said that unless Federation was brought about he would feel it his duty to submit a proposal to the cabinet that Port Melbourne should be made a free port. Melhource should be made as far as possible a distributing centre for all the colonies.
