SPANISH RULE IN MANILLA.
INTRODUCING THE RACK AND THUMBSCREWS. (Per Press Association. —<'oj>i>ri;f/it.) Madrid, Dec. 18. News from Manilla states that the Spanish authorities are using the rack and thumbscrews in torturing prisoners. Forty-nine prisoners were placed in a covered pit and suffocated. London, Dec. 18. Two British warships have been sent to Manilla to protect British interests.
