Mapkip, Oct. 20. General Weyler, in Cuba, attempted to detain an American vessel for refusing to surrender a passenger who was on board. The American Consul threatened that Havannah wonld be bombarded unless the vessel was permitted to sail, and ultimately she was allowed to leave. liKr.UN. Oct. 20. In a recent address, the Emperor declared that the present generation would not see the success of German colonies, and added that his enthusiasm over the matter was qui to exhausted.
