THE ARMENIAN QUESTION.
TURKEY STRENGTHENING HER DEFENCES. Constantinople, Sept. 22. The Porte has adopted the proposals of M. Tchikhatcheff, Russian Minister of Marine, to strengthen the defences of the Straits of Dardanelles, and it is believed here that if British vessels enter the Sultan will evoke the aid of Russia. Greek and English families are leaving here. St. Peterbwegh Sept. 22. The Black Sea fleet and troops in Southern Russia have been placed on a war footing, and the fleet is under orders to proceed to the Bosphorus direct if the Russian Ambassador in Constantinople telegraphs.
