It is reported that strained relations exist between the Premier and Mr Cad man, in continence of the former wishing to interfere in the departments controlled by the Minister of Mines and Railways, and that the latter is consequently anxious to be relieved of Cabinet rank or. the pica of ill-health. The Premier's amended motion on the banking question, which is the outcome of Saturday's caucus, or, rather, deliberations of Messrs Heddon and Montgomery, who took the leading part in the proceedings, will be in the direction of giving instruction to the Committee to inquire into the circumstances leading up to the banking legislation of the present Parliament with fullness and accuracy; the information then disclosed by the directors, officers, and agents of those institutions; their conduct and fitness ; the appointment of President and General Manager of the Bank of New Zealand, and their connection with the Colonial Bank ; any negotiations which may have taken place between either Bank and the Ministry, or any member thereof, with a view of amalgamation or purchase, &c. The Opposition meet at 2 o'clock this afternoon to consider their attitude towards the matter. The probabilities are that the attempted exclusion of Mr Duthie from serving on the Committee will be vigorously objected to. A number of Government supporters also think that a gross wrong has been done Mr Collins by the removal of his name from the proposed Committee. The Premier was anxious to appoint to the permanent Hansard staft Mr Hyde, late secretary to Mr Ward, Ml' Kay, of the Manawatu Standard, and now assistant Hansard reporter, and Mr Gray, shorthand writer to Mr Seddon, but Sir Maurice O'Rorke holds that the Hansard staff is under the control of the Speaker during the session, and declines to sanction any further appointments until the Reporting Debates Committee have expressed their opinion on the matter. Mr Pinkerton Ims been appointed chairman of the Labor Bills Committee. The necessity for the suppression of juvenile immorality is engaging the attention of the Legislature, Mr Hutchison having introduced a Bill under which a penalty of 20s is imposed upon any parent permitting a child under twelve years of age to wander about the streets or frequent places of public resort after 8 p.m. in winter ; and in summer, males between 12 and 17 and females between 12 and 18, who loiter about after 9 p.m., after being warned by a police officer, are liable to a fine of 20s for the first offence; if convicted of a second offence within six months 40s, or seven days' imprisonment; and a third offence within the same, period renders defendant liable to seven days, without the option of a fine. It is understood that the Opposition will decline to serve on the Banking Committee, holding that a Royal Commission, presided over by a Supreme Court Judge, should be set up. A similar stand will be taken in the Legislative Council, so the Premier will be compelled to set up the Committee from his own side. Latest.
