SPEECH BY SALISBURY. THE ASPECT OF FOREIGN AFFAIRS. London, Aug 9. At the Lord Mayor’s banquet, Lord Salisbury, in referring to Egypt, Baid affairs there were in a prosperous condition despite frontier dangers. The feeling of self-dependence was rapidly increasing, and England would shortly be enabled to honorably withdraw from Egypt. As regards affairs in Bulgaria, he expressed pleasure at the increasing tendency to respect Bulgarian autonomy which Russian valor mainly secured. He warmly eulogised the late Emperor Frederick.
