GERMANY AND RUSSIA.
A COMMERCIAL TREATY TO BE MADE OLD ENGLAND NO LONGER THE LEADING POWEF. Bnux, Aug. 8. A Commission is being appointed to formulate a commercial treaty between Germany and Bnssia. The Busso-German press exhort the Czar to devote his attention to the control of Asia, while Germany maintains the equilibrium of Europe, as they assert that England is no longer the leading power.
