THE PARNELL COMMISSION.
BILL READ A THIRD TIME. WITNESSES TO BE COMPELLED TO DISCLOSE INFORMATION. London, Aug. 8. In the House of Commons the Commission Bill was read a third time on a division by 180 to 64. Mr Sexton and several other Irish members abstained from voting. Mr Parnell’s amendment to the Bill, making it a penal offence for witnesses to observe reticence at the inquiry, was withdrawn on the Government assuring the House that witnesses would be compelled to disclose all the information they possessed. A motion by Mr Labouehere to exclude the Times from the provisions of the indemnity clauses if the charges were proved to be libellous was defeated. Commission was authorised to make progress reports.
