. U.N.O. Pian Finally Approved (Rec 10.30) NEW YORK, Nov 12. The Political Committee of the United Nations to-dav finally approved of a plan for the future of the former Italian colonies in Afr.ca This plan provides:— (1) Libya shall become an independent sovereign State 'not later than January 1, 1952. Meanwhile, the peoples of Cyrenaica, Tripolitan a and Fezzan shall be assisted towards independence by a United Nations Commissioner and an Advisory Council. (2) Italian Somaliland shall be administered by Italy with the help ol an Advisory Council, and under the terms of the Uniled Nations Trusteeship agreement. Independence shall be granted the area ot the end ol 10 years. . . (3) A United Nations Commissmp shall examine the conditions in_ Eritrea to ascertain the wishes m (he inhabitants and shah report back to the United Nations by next June A provision was inserted m the plan which, would give Italy the right to start administering Somaliland even before a trusteeship agreement is finally approved by the General Assembly next year. Under this provision, the advisory council would begin to function as soon as the Italian administration commenced operation. .
