Minorities Lose Rights Under New Czech Set-up
PHAGUE, April 14
The draft of the new Czechoslovak Constitution, published to-day, provides for the abolition of the existing Senate in favour of a single Parliamentary chamber with 300 members, elected for six years.
The new Constitution does not contain the declaration of rights of national minorities which, figured in the 1920 Constitution. Provision is made for the nationalisation of natural wealth, industry and banking. Private property may only be nationalised against compensation, unless otherwise decided.
There is a guarantee of freedom of the press, but a special law will decide who shall be allowed to publish newspapers and under what, conditions.
