Soviet Gains a Point on Atomic Energy Control

(Rec. 9.40). NEW YORK, May 21. The United Nation Atomic Energy Commission to-day agreed, in principle, to a Russian suggestion that a proposed World Atomic Energy Control Agency should be established "within the frame work of the Security Council.” This was the first time that M. Gromyko had been able to secure a change in the wording of the United States Atomic proposals which were adopted by the Atomic Commission in December. It is considered certain that the interpretation of the words “within the framework of the Security Council” will cause a major debate at a later stage in the atomic control negotiations, Meanwhile, a sub-committee consisting of Canadian, French and Russian delegates, will confer on the framing of the resolution to embrace Russia’s proposal.
