JAPANESE ATROCITIES

IN THE PHILIPPINES SAN FRANCISCO, March 15. The resident Commissioner in the Philippines, Brigadier General Romaic, has returned from Manila, with captured enemy documents showing Tokio ordered J'apanese atrocities in Manila. General Romulo said that the Japanese on failing to gain the Filipinos’ support, decided to make an example of them in _ order to influence greater East Asia. Japanese herded seventeen hundred civilians into Fort Santiago, doused the place with kerosene, and set fire to it. Only three men escaped. Subsequently machine-guns mowed down children seeking to escape from the Intramuros when American artillery reached the walls.
