The Washington correspondent of the “New York Times” says: Mr Roosevelt’s advisers will urge him. to report orally to Congress on the Cairo and Teheran conferences in view of there being an undec current ' of criticism regarding the possibility that the President might have' "made commitments beyond the official announcements. It is also felt that an address by him to Congress would help to achieve for the administration a non-partisan foreign policy.
