SUSPICION EVIDENT. (Rec. 1.10.) LONDON, April 27. The radio, quoting the “Nichinichi Shimbun,” of Tokio, says: Japan must demand that the Soviet Ambassador, who went to Moscow three months ago, shall return to Tokio immediately, or that the Soviet' shall appoint a new Ambassador.

The paper adds: The Soviet to maintain neutrality, according to the Russo-J'apanese neutrality pact, must pursue a. more active policy. Therefore the presence of a Soviet Ambassador in Tokio is absolutely necessary
