British Attitude ROME, December 8. Semi-official quarters in Italy describe Mr Macdonald’s declaration that redistribution of any colonial territory is not a matter of practical politics today as being a violation of the spirit of the Munich agreement. PARIS, December 8. Most. French newspapers take the view that the declaration definitely shuts the door to negotiations. CAPETOWN, December 7. Taking up the statement by Mr Chamberlain, that the British Government would consider representations from the parties concerned regarding mandated territories, the native administration of the Kingdom of Buganda, embracing East Africa, has issued a statement signed by the Premier, the Chief Justice and the Treasurer, that the return of Tanganyika to Germany would be a betrayal of the trust that the natives had placed in the British Government. “With German and Italian neighbours Uganda would be liable to attack at. a moment’s notice," declared the statement. NO URGENCY. MR PIROW’S IMPRESSION. (Received December 9, 10.10 p.m.) LONDON, December 9. The South African Defence Minister, Hon. O. Pirow, on the eve of his departure for South Africa, declared that nowhere had he discovered a desire to regard the colonies question as being an urgent one.
