DISCOUNT PROVISO. (Our Parliamentary- Reporter). WELLINGTON, March 0. In the Finance Bill the amendment was adopted in connection with the provision for the purchase of surplus exchange under the Banks Indemnity (Exchange) Act. No arrangement was made for the payment of discount by either cash or Treasury bill. To provide this authority, a new clause to the Finance Bill was passed by the House to-night.
