BRITISH PROPOSAL. (Aus. & N.Z. Cable Assn.) LONDON, March 8. The Commons passed the first read lug of Mr Mander’s Bill to establish a national industrial council comp'rising a hundred each of representatives of employers, and employees, forty Commoner-, '2O peers, and forty oxoffice. Tho council would advice Parliament on all industrial matters, and act as a conciliation body in disputes. Mr Mander is of the opinion that the Council would be a real advance for the maintenance of industrial peace.
