They deserved frank, friendly discussion so that any circumstances surrouaiding industry in New South Wales, which prevented the extension of private enterprise, or restricted employment by private enterprise, might be identified, and if possible, removed. A Labour delegate asked if the unions could show that something should be placed on the Statute Book, which was not there already, would the Government take the necessary steps. The Secretary of Labour, Mr. Davis, reported to the Senate that a partial survev of unemployment by the Department. revealed that there were 1.874,050. or more persons unemployed than in 1925. . Mr. Davis declared that it would be impossible without large expense to make a ful survey, as the Senate resolution demanded.
