FOR DISARMAMENT.
LONDON, November 29.
The Exchange Telegraph Agency’s Geneva correspondent understands that Russia’s proposal to the disarmament conference will be the immediate conclusion of a pact of non-aggression, among all members; and a reduction of all the present armaments by half, within a deeade.
